    The unemployment in a city is a % of the ammount of citizen.
    So..iff the unemployment is 7%.. how many offices do you have to build to get it back to 3% ??
    Would be nice and helpfull to have a number attached to the buildings.. so..a big apprtment brings in 50 citizen.. a med office gives 30 jobs.. etc.. so it will be easy to see, that you would have to build what kind of building to change the % rate of a city
